OPENGROBuyer Intel

Sources and method

Buyer profiles are compiled from public procurement records. For ACSA, that is National Treasury eTenders and the tender bulletin published on airports.co.za. Opengro does not host the tender PDFs. Each fact links to the page or file it was taken from.

The "data as of" date is the date the file was imported, in South Africa. It is not a promise that eTenders is unchanged since then. Status on eTenders can lag the buyer's own notice.

A tender number is sometimes reused, including when a cancelled opportunity is advertised again. Those stay as separate records, distinguished by the eTenders id. They are not merged.

An award amount of zero, or an award date of 1 January 1900, is treated as a placeholder. The amount and the placeholder date are left blank and labelled "rate/panel award". They are not counted in price totals.

Gates, scoring, and closing-date changes are short extracts from the published documents. Repeated page footers, including the word Confidential used as a footer and telephone lines in a letterhead, are removed. If a row still contains an email address, phone number, or South African ID number after that cleaning, the import stops.

Clarification rulings shown in the product are the ones checked against the source document. The answer is that checked text. The one-line summary and the category on a ruling are auto-generated and labelled as such. Automatically extracted questions that have not been checked are not displayed.

Headline statistics are counts and medians of these records. A cancellation rate is the share of imported tenders whose recorded status is cancelled. A re-advertised number is the same tender number on a later record after a cancellation. It is a description of the dataset, not a rating of the buyer and not advice on how to bid.

A figure marked auto-extracted was counted from the imported records. A ruling marked verified had its question and answer checked against the source file. A recurring pattern on a buyer page was written from the verified rulings it cites. Award and winner tables are supporting context under the playbook. The product does not show people's names. A bidder name already replaced with [bidder] in a source extract stays in that form.

Attendance registers are counted and not listed. Briefing minutes are linked, not transcribed. Company names come from the published award and bid-register documents. The product does not add director, identity, or professional-network data.
